North Omaha Community in Action (NOCA) was formed in 1998 under the name of District 2 Neighborhood Coalition to serve the neighborhoods residing in City Council District 2, an area commonly known as North Omaha.
 
Our Boundaries
 
To help us focus on our key target area, the boundaries establish by NOCA have been defined as the following:
 
North to South - Redick (South) to Cummings St. (South)
East to West - 16th St. (East ) to 48th St. (West)
 
The Four Pillars of Neighborhood Development

The purpose of NOCA is to work to improve North Omaha Neighborhoods by building up the following pillars of community development:

1. Economic Empowerment

NOCA believes that North Omaha has the infrastructure and the ability to become a dynamic urban community and marketplace that reflects diversity, cultural flavor, and a thriving small business climate. Currently the small business climate is relatively stagnant and economic development in the North Omaha community is done in a hap hazard non-strategic fashion. It is NOCA’s mission to work in conjunction with private developers, city developers, the Chamber of Commerce and other organizations and parties who have a desire to create win/win economic development scenarios for the North Omaha community.

In addition, NOCA believes that the housing stock in North Omaha is the richest and most beautiful in the city. That being said, there is a problem with maintaining housing stock, a plethora of vacant lots, and other issues negatively affecting North Omaha such as absentee landlords, high property taxes, and other housing concerns. NOCA will be active in supporting legislation, organizations and activities that promote home ownership, home maintenance, and housing developments that benefit the neighborhoods of North Omaha.

2. Social Empowerment

NOCA believes that a city is only as strong as its neighborhoods, therefore to strengthen the North Omaha community, strong and dynamic neighborhoods that actively address local social concerns must be in place. As such, NOCA will work with local neighborhood leadership and work to develop new neighborhood leadership in order to effect grassroots social empowerment. NOCA will partner with agencies such as the Neighborhood Center of Greater Omaha, local churches, and other community based organizations that support local neighborhoods to build up our neighborhood associations and neighborhoods.

3. Political Empowerment

NOCA believes that politicians when held without account lose track of the will of the people who elected them. The coalition has as its core mission to work with, and monitor the effectiveness of the politicians who represent directly and serve within the organizations boundaries. NOCA will monitor legislation, demand accountability and responsiveness, and encourage and support positive performance of politicians and their response to neighborhood needs and issues.

4. Healthy Neighborhoods

NOCA believes that North Omaha community members have a right to live in clean neighborhoods without crime, pollution, lead infected soil, loitering, prostitution and unkept yards, lots, and streets. NOCA will actively work with neighborhoods & neighborhood associations, the City of Omaha, the Omaha Police department, and other agencies to ensure that North Omaha neighborhoods are clean healthy and safe for their residents.
